Prime Minister requests provinces to immediately implement compensation, support, and resettlement work in parallel with the Ministry of Construction’s preparation of the Feasibility Study Report for the Lao Cai – Hanoi – Hai Phong Railway Project, to be completed in August 2025.
Prime Minister Pham Minh Chinh has just signed Official Telegram No. 54/CD-TTg dated April 30, 2025, on accelerating the progress of the Lao Cai – Hanoi – Hai Phong railway project.
The Official Telegram is addressed to the Ministers of: Construction, Foreign Affairs, Agriculture and Rural Development, and Natural Resources and Environment; Secretaries; Chairpersons of the People’s Committees of the provinces and cities of: Hanoi, Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Bac Ninh, Hung Yen, Hai Duong, Hai Phong.
The Official Telegram states: The Resolution of the 13th Party Congress, Conclusion No. 49-KL/TW of the Politburo, and transport development plans have affirmed that railways are one of the transport sectors that need prioritized investment. This is a mode of transport with many advantages, transporting large volumes, quickly, cheaply, safely, and environmentally friendly, with the ability to connect widely and transnationally. Therefore, the development of the railway system plays a key role in socio-economic development, connecting regions, and promoting international integration. Also in Conclusion No. 72-KL/TW, the Politburo requested "prioritizing resources to complete the Lao Cai – Hanoi – Hai Phong route…".
To ensure the goal of commencing and completing the Project on schedule in 2025; with the spirit of the historic April days "speed, more speed; boldness, more boldness", the Prime Minister requests the Minister of Construction and the Chairpersons of the People’s Committees of the provinces and cities through which the project passes to urgently and seriously implement the tasks.
Specifically, the Prime Minister assigns the Minister of Construction to proactively work with the localities to hand over the coordinates of the route centerline and the land clearance boundary as a basis for the localities to implement compensation, support, and resettlement work, and to survey and design the Feasibility Study Report of the project, to be completed in June 2025.
The Minister of Construction shall direct the Project Management Boards and consulting units to increase manpower and organize the parallel and simultaneous implementation of the preparation, appraisal, and approval of the Feasibility Study Report, construction design after basic design, bidding documents, request for proposals, and other procedures of the Project, with the working spirit of "working day and night," working "through holidays, Tet, and weekends," to complete the procedures and commence the Project on December 19, 2025.
In addition, urgently finalize the dossier for the Submission to the National Assembly on the specific and special mechanisms and policies for investing in the development of the railway system at the 9th session of the 15th National Assembly; report to the Government before May 5, 2025, as directed by the Prime Minister in Document No. 499/TTg-QHĐP dated April 29, 2025.
The Prime Minister also requests the Chairpersons of the People’s Committees of the provinces and cities of Hanoi, Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Bac Ninh, Hung Yen, Hai Duong, and Hai Phong to urgently establish the Project’s Land Clearance Steering Committee in their localities, with the Provincial Party Committee Secretary or City Party Committee Secretary as the Head of the Committee, to be completed before May 5, 2025, to focus on directing and mobilizing the entire political system at all levels to organize the implementation of land clearance for the project.
At the same time, direct all levels, sectors, and agencies of the locality to closely coordinate with the agencies of the Ministry of Construction and the Railway Project Management Board to receive the dossiers (coordinates of the route centerline, land clearance boundary).
The provinces shall immediately organize the implementation of compensation, support, and resettlement work of the project in parallel with the Ministry of Construction’s preparation of the Feasibility Study Report of the Project, to be completed in August 2025, to hand over the land for project construction.
Clearly define the task of implementing land clearance for the project as an important political task in directing and managing; pay attention to investing in the construction of resettlement areas, ensuring that people have new homes that are at least equal to or better than their old homes; do a good job of propaganda, mobilization, support, and creating more jobs and livelihoods for local people. If necessary, temporary accommodation solutions should be provided to stabilize people’s lives and ensure project progress.
Regarding prioritizing the allocation of capital for the project, the Prime Minister requests the Minister of Agriculture and Rural Development to closely coordinate with the Ministry of Construction and the localities to expedite the procedures related to the conversion of forest use purposes, forest land, and rice land; proactively guide the localities to organize the implementation of compensation, support, and resettlement work of the Project, and promptly remove any obstacles according to the assigned functions and tasks.
The Head of Government assigns the Minister of Finance to direct the urgent review of the savings from regular expenditures of the central and local governments in 2025 to prioritize the allocation for the project; report to the Prime Minister in May 2025.
At the same time, the Prime Minister assigns Deputy Prime Minister Tran Hong Ha to directly monitor, direct, and remove the difficulties and obstacles of the project.
